The Cook County Department of Emergency Management and Regional Security (EMRS) serves more than five million residents in the second largest county in the United States. EMRS integrates first responders, their departments and resources from 134 municipalities. Cook County is vulnerable to many hazards from extreme weather to terrorist attacks. EMRS has a fundamental responsibility to ensure the safety of our community.
Under the leadership of Cook County Board President Toni Preckwinkle, EMRS is built on a foundation that emphasizes partnerships and preparedness, paying attention to the existing threats and preparing for new ones.
Mission Statement
To enhance the safety and security of Cook County and its residents by working to build capacity to prevent, protect against, mitigate the effects of, respond to and recover from all incidents, whether man-made or natural.
