Utility Coordination Council

Service Information

In accordance with Illinois Compiled Statute 605 ILCS 5/9-113, the Cook County Department of Transportation and Highways (DoTH) established a Utility Coordination Council in 2001. With the establishment of a Coordination Council, the County can enforce a 90-day utility relocation policy.

To promote effective communication with respect to planned transportation projects that may require utility relocation, DoTH publishes a five-year Proposed Transportation Improvement Program. The current program is available here: https://www.cookcountyil.gov/service/5-year-capital-improvement-program

Utility owners and municipalities are encouraged to review the program for possible future utility involvement. Note construction projects planned for the current Fiscal Year are included in a separate listing within the program.

Special note regarding DoTH infrastructure: Cook County is not a member of JULIE (Joint Utility Locating Information for Excavators). For location information on Cook County traffic signal equipment, please contact the Mechanical, Electrical, Architectural and Landscaping (MELA) Division at 312-603-1730.
