Cook County Launches Property Tax System Daily Progress Tracker to Monitor Modernization Project

Cook County Board President Toni Preckwinkle today announced the launch of the Cook County Property Tax System Daily Progress Tracker, a new webpage that allows the public to monitor progress and hold accountable both Tyler Technologies and the County’s property tax offices (Offices of the Cook County Assessor, Board of Review, Clerk and Treasurer) as they work to implement a new property tax system.

This modernization effort is essential to fulfilling the offices’ collective fiduciary responsibilities to bill, collect and distribute more than $18 billion in taxes each year for vital services such as schools, libraries, municipalities and park districts.

This property tax system project is a joint modernization effort by Cook County, the County’s separately elected property tax offices and Tyler Technologies to replace decades-old technology with a unified platform that streamlines how property tax data is managed across agencies. The goal is to improve the property tax experience for residents who have long faced challenges due to a fragmented system that has enabled miscommunication, delays and inefficiencies between separately elected offices in key parts of the property tax process.

While the project is now approaching completion, the modernization effort has been a significant technical and operational undertaking that has required sustained collaboration across multiple agencies. Persistent challenges coordinating work among independently managed offices have contributed to delays over the years.

The Office of the President has continued working to bring all parties involved into alignment to advance the project. Decisions about the project’s scope, requirements and approvals for the new system have always rested with the property tax offices and Tyler Technologies, while the President’s Office provided administrative oversight throughout the RFP process, project management support and funding, but has not directed decisions on system requirements or approvals.

The new Property Tax System Daily Progress Tracker is an important tool for increasing visibility into the specific roles, responsibilities and progress of each stakeholder. It will give residents, elected officials and media a clear understanding of what work remains and where accountability lies for completing the project.

“Cook County is committed to transparency and accountability, especially when it comes to vital services funded by our property tax system,” said Cook County Board President Toni Preckwinkle. “This new webpage will allow residents and anyone following the work of the County and its separately elected property tax offices, to see daily progress as well as responsibilities, deadlines met and missed and more to help ensure all parties remain focused on bringing this project to the finish line.”

The webpage will be updated daily on weekdays and will outline the roles, responsibilities, timelines and current status of each stakeholder involved in the project. Progress updates will be managed by Guidehouse, a third-party consultant contracted to help coordinate the work of all County stakeholders and provide accurate reporting.
