Overview
The Bureau of Economic Development (BED) is seeking grant applications from agencies who can fulfill the required scope of services for supporting the Cook County Promise Guaranteed Income Pilot. Currently, the County seeks a Payment Administration Partner and Outreach and In-Person Application Assistance Partner(s). The County plans to bring on several program partners, and will oversee the program and coordinate among all selected agencies.
The Payment Administration Partner will be responsible for setting up and administering a user-friendly guaranteed income participant application, offering direct assistance and troubleshooting during the application window, conducting lottery selection and eligibility verification, distributing and tracking monthly cash payments, and capturing metrics and required data documentation for reporting and evaluation purposes.
The Outreach and In-Person Application Assistance Partner(s) will be responsible for conducting widespread, accessible, and culturally competent outreach about the Cook County Guaranteed Income Program to priority and hard-to-reach communities, as well as offering in-person application assistance in at least seven suburban and five City of Chicago brick-and-mortar locations.
All proposals will be evaluated through a competitive process. Each eligible applicant will be evaluated on the strengths of their application, responsiveness to the selection criteria, as well as in the context of the larger goals of the Cook County Promise Guaranteed Income Program.

Applicants may provide their narrative responses directly in the provided application document, or create a separate document that includes responses to all sections and questions. Completed applications may be submitted as Word Documents or PDFs.
